Huber MR, Friends of Tibet Secretary for Tamil Nadu and Pondichery region speaks at a special program organised by the Tibetan community in Chennai, Tamil Nadu on October 17, 2011 commemorating the Indira Gandhi National Open University to Honour with Doctorate given to His Holiness the Dalai Lama on September 5.
